How to read the results.
A score of 90 means the barangay suits the approach better than 90% of the barangays of its city. Scores come from a draft suitability matrix for demonstration and from proxy indicators derived from open elevation, population, and OpenStreetMap data, not from official hazard maps. They support a first conversation, not a decision; the final matrix is agreed with CRS, DENR-CCS, and city technical staff.
